Rule 203. - DOMICILE OF OLYMPIC DEVELOPMENT PROGRAM TEAM PLAYERS

Section 1. Any player wishing to try out for the Olympic Development Program shall do so through the National State Association member of the State in which the Player may be registered under Rule 201.

Section 2. Any player released to play in another National State Association under Rule 201, Section 2 (a) may request, in writing, permission to try out for the Olympic Development Program in that National State Association.

Written permission must be received from:

  • the State Association where they are registered
  • the State Association where they wish to try out

Section 3. A player shall not be eligible to try out for the Olympic development Program in more than one National State Association Member territory. A player shall be responsible for all Olympic Development Program fees of the National State Association in which the try out occurs.

RATIONALE: National State Associations are permitted to cooperate with neighboring National State Associations for league play (Rule 201) however they were previously prohibited from the same cooperation for the Olympic Development Program (old wording of Rule 4042). An objective of the Olympic Development Program is the identification of players. Some National State Associations have large geographical territories and players opt not to try out because of the travel distance and because they are participating on a team in another State Association. This rule change permits the National State Associations to cooperate whether it be league play (as already permitted) or in the Olympic Development Program.

Applicable portion of Rule 201 Section 1 follows for your reference.

RULE 201. PLAYER REGISTRATION

Section 1. A youth player must register each seasonal year in the state association in which he or she resides with his or her parent or parents or guardian or guardians, or, for a student in residence at a boarding school, college, or university, or division of the college or university is located. Any other questions of residency may be determined by the State Association in which the player is registered to vote, holds a current driver?s license.

Section 2. (a) Any youth player wishing to play on a team of a member of a State Association other than the State Association where the player is registered, must receive written permission from:

  • The state association where the player is registered
  • The other state association of the team on which the player wishes to play.

(b) permission must be obtained each seasonal year.

Section 3. A youth player is registered for a season year from the moment the player or the player?s representative executes the registration form and pays the appropriate fees.

Procedure for Out of State Players who wish to participate in NYSWYSA?s Olympic Development Program.

First, you must have already obtained permission from your state of residence to play on a NYSWYSA registered team, or be a rostered member of a team from another state who has obtained permission to play in a NYSWYSA sanctioned league (indoor or outdoor). A copy of this permission must be on file with the NYSWYSA State Registrar. No permission will be granted if this has not happened.

Contact your National State Association and inform them of your desire to try out for NYSWYSA?s Olympic Development Program. You must make application for this in writing. Your state may have a form for this, or you may use the NYSWYSA Release to Participate in the Olympic Development Program of Another State Association form. The form is on page 4 of this document.

Have your National State Association forward their written permission to the NYSWYSA State Registrar?s office. Once this has been received, the NYSWYSA State Registrar will notify the State Director of Coaching that you are cleared to try out.

Be advised that you are only permitted to try out in one state per seasonal year, and that you are responsible for associated fees in the state in which you try out, even if they are structured differently than the Olympic Development Program of the state in which you reside.

Procedure for NYSWYSA Players who wish to participate in another state?s Olympic Development Program.

First, you must have already obtained permission from NYSWYSA and the other state association to participate as a member of one of their teams or your NYSWYSA team has received permission to participate in a league in another state. A copy of this permission must be on file with the NYSWYSA State Registrar. No permission will be granted if this has not happened.

Fill out and submit to the NYSWYSA State Registrar, the NYSWYSA Release to Participate in the Olympic Development Program of Another State Association form. The form is on page 4 of this document.

This form will be forwarded to the other state association for their approval.

Be advised that you are only permitted to try out in one state per seasonal year, and that you are responsible for associated fees in the state in which you try out, even if they are structured differently than the Olympic Development Program of NYSWYSA.
