The Excelsior League of New York (EXL) is New York State West’s statewide competitive league, sanctioned by US Soccer. Team registration is open now.
About the EXL
What is the EXL?
The Excelsior League of New York is New York State West’s statewide competitive league for boys and girls teams, U10 to U19. It runs from Buffalo to Albany in three regional divisions. Excelsior is New York’s state motto. It means “ever upward.”
Is the EXL sanctioned by US Soccer?
Yes. The EXL is a US Soccer sanctioned league, run by New York State West, US Soccer’s state association for Western and Central New York. Teams register with NYSW, and that same player pass is the one State Cup and Presidents Cup require.
Who can play in the EXL?
The EXL is built to include, not exclude. Any team registered with New York State West can join.
Can teams from Eastern New York or Pennsylvania play?
Yes. US Soccer updated its rule so players and teams can register where they plan to play. Teams from Eastern New York, Eastern Pennsylvania and Western Pennsylvania register with New York State West and join the league. The executive directors of all three neighboring associations support it.
Who runs the league?
The New York State West Board of Directors oversees the EXL. A dedicated league commissioner runs it day to day, with a league committee of regional representatives, coaches from member clubs and New York State West staff. The EXL has its own leadership and draws on the association’s resources.
Why play in the EXL
Why should my team play in the EXL?
- US Soccer sanctioned. You play in a league run by your state association, under US Soccer.
- A 10-game season. Eight division games (four home, four away) plus two crossover games at a spring festival.
- Less travel. Regional divisions mean no cross-state trips for a single game.
- The EXL Soccer Festival. A mid-season weekend of crossover games against teams from other divisions.
- The EXL Final Four. Division winners plus a wildcard play for a true club state championship (U11 and up).
- A State Cup qualifying league.
- One registration. New York State West player registration covers the league. There’s no EXL player fee, no GotSport technology fee and no added insurance or risk management cost.
- The right level of play. Tiers place teams with others at their level.
What is the EXL Final Four?
At the end of the regular season, the three division winners plus a wildcard team in each age group (U11 and up) meet for the EXL Final Four. The winner is the EXL club state champion. It takes place in July 2027; dates and location to be announced.
Does the EXL qualify teams for State Cup?
Yes. The EXL is a State Cup qualifying league. State Cup is a US Youth Soccer New York State West event, so every team needs New York State West player passes and a New York State West roster to enter. Passes and rosters from other organizations, such as MLS NEXT, ECNL or US Club, can’t be used for State Cup.
Season and format
What age groups play?
Boys and girls, U10 through U19. Programming for U8 and U9 is in development with the New York State West technical staff.
When is the season?
The regular season runs March 1 to June 30, 2027. The EXL Soccer Festival is planned for late April or early May 2027, and the Final Four follows in July.
How does scheduling work?
Teams schedule their own games inside the season window. Open scheduling runs January 5 to February 15, 2027, and every game must be on the calendar by February 24, 2027. You schedule eight division games, so you can plan around weather, school and tournaments.
Where are the divisions?
- Western: Buffalo and Rochester areas, mostly Sections 5 and 6.
- Central: Watertown to Binghamton, mostly Sections 3 and 4.
- Eastern: Mohawk Valley and Capital District, mostly Sections 10, 7 and 2, plus parts of 9 and 1.
When is the crossover festival?
The target is late April or early May 2027, once a location is secured. Teams can expect two crossover games that weekend.
Can we play early-season games on turf or indoors?
Yes. Turf fields work, and regulation indoor fields are fine when both teams agree. Clubs provide their own home fields. Because teams self-schedule, you can set your March games around the fields you have.
How are teams placed?
The league uses tiers: Premier, Championship and First Division. Teams are placed by level using the team resume submitted at registration, so every match is competitive.
Joining
What does my team need to qualify?
There’s no fixed qualification list. When you register, tell us why your team wants to join and share a short team resume: last season’s league, results and ranking. We use it to place teams in the right tier.
Can a club enter just one team?
Yes. If the team is a good fit for the league, one team is welcome. Spots go to qualifying teams in the order they register.
How do we register, and what are the deadlines?
Team registration is open now and closes November 15, 2026. Late registration runs November 16 to 30, 2026, with a $50 late fee. Team acceptance and placements are announced December 15, 2026. Register your team in GotSport.
What does it cost?
- $450 per team.
- A $450 club bond covers all of a club’s teams. It’s only replenished if the league ever has to draw on it.
- No EXL player fee: New York State West player registration covers it.
- No GotSport technology fee and no added insurance or risk management cost.
For players and families
Does my child need a separate EXL registration?
No. Players registered with New York State West through their club are covered. The EXL charges no player fee.
How much will we travel?
Most games are within your region. The three divisions are drawn around high school sections so families aren’t driving across the state for a single game. The only planned trip outside your division is the spring festival weekend.
Where are the dates, fees and registration link?
Everything is on the EXL page, including the league overview video.
